CARES Act
Information for incarcerated Kentuckians
and their family members.

We are trying to get the word out quickly to family members of incarcerated Kentuckians that their loved ones may be eligible for CARES Act stimulus payments (up to $1,200 for an individual). To receive payments, their paper application must be postmarked by October 30; or if they have access to the internet they can apply online until November 21.

Recent action in a court case currently prevents the federal government from withholding these stimulus funds
based on incarceration status.  


This information is vitally important for folks who may have missed out on their stimulus checks due to incarceration, for their families and loved ones, and anyone else who may need this information.
  • Anyone who filed a tax return in 2018 or 2019 will not have to file/submit anything; the IRS has been directed by the court to issue or reissue checks to incarcerated people.

  • For people who did not file a return in 2018 or 2019, urgent action is needed as the deadline to mail a simplified tax return (the only option available for people without access to the internet), is October 30. Just a few weeks later is the online deadline.
